How To Use Your Stimulus Debit Card

To access the funds on your EIP Card for in-store purchases, you will need to activate your card.

Call 1.800.240.8100. During activation, you will be asked to input your Card Number, last 6 digits of your social security number and the 3-digit security code from the back of your Card. You could be asked to further validate your identity by providing, at minimum, your name and address or answer identity verification questions. In a few instances, the first name of one payee is linked to the last name of a second payee on the Card.

For mismatched names, the payee with the first name on the first line must activate the Card and/or validate identity to continue activation. You will also be asked to create a 4-digit PIN required for ATM transactions and automated assistance and to hear your balance. For your Account security, do not use personal information as your PIN. For Cards with more than one name, only the primary Cardholder (listed first on the Card) may activate the Card.

To access the funds on your EIP Card for online purchases, you will need to register your card after you activate it.

Go to EIPCard.com and click on “Register.” Follow the steps to create your User ID and Password. Be sure to have your EIP Card handy. You can use the same User ID and Password created for online access to access the Money Network® Mobile App². For Cards with more than one name, please use the primary Cardholder information (listed first on the Card) for online or Mobile App registration.


To access cash using your EIP Card (please note that limits may apply to the amount of cash you are able to withdraw at merchants and ATMs):

Cash from an ATM:

There’s no fee to withdraw cash at in-network ATMs that carry the AllPoint® brand, but fees may apply if you use an out-of-network ATM¹. To get cash, simply:

  1. Enter your 4-digit PIN
  2. Select “Withdrawal” from “Checking”

ATM Withdrawal Limits Apply: $1,000 per transaction and per day (bank limits may be less). Please see your Cardholder Agreement online at EIPCard.com for more information.

There are multiple ways to transfer the funds1 from your EIP Card to your existing bank account at no cost to you. You will need your Routing and Account number to complete the transfer. If you do not have either of these, please contact the bank directly at 763-441-1000.

Transfer funds online at EIPCard.com

  1. Be sure you have activated your EIP Card before attempting to transfer funds.
  2. Register for online access by going to EIPCard.com and click on “Login” and “Register Now.” Follow the steps to create your User ID and Password. Be sure to have your EIP Card handy.
  3. Select “Transfers in U.S.” under Money Out.
  4. Follow the steps to set up your destination bank account prior to completing your ACH transfer.
  5. Transfers should post to your bank account in 2-3 business days

Transfer funds using the Money Network Mobile App

  1. Be sure you have activated your EIP Card before attempting to transfer funds.
  2. Download the Money Network Mobile App² and register for mobile access by clicking “New User.. Follow the steps to create your User ID and Password. Be sure to have your EIP Card handy.
  3. Click the top left menu and click “Send Money to an External Bank Account” under Move Money Out.
  4. Follow the steps to set up your destination bank account prior to completing your ACH transfer.
  5. Transfers should post to your bank account in 2-3 business days

Transfer funds by calling 1.800.240.8100

  1. Be sure you have activated your EIP Card before attempting to transfer funds.
  2. Call 1.800.240.8100 and follow the prompts to authenticate with the Interactive Voice Response Unit (IVRU).
  3. Once authenticated by the IVRU, follow the prompts to set up your destination bank account prior to completing your ACH transfer.
  4. Transfers should post to your bank account in 2-3 business days.
